Rowan is an independent public-interest research institute studying how change happens, what interventions produce visible outcomes, and what important questions remain insufficiently studied, measured, or understood.
We treat what isn't known with the same rigor as what is.

Rowan studies both. We examine the mechanisms, interventions, and conditions associated with real change, while making uncertainty, contradictory evidence, and important absences visible rather than smoothing them away.

Assess what changed for people, communities, and systems without reducing multidimensional outcomes to a single score.

Research usually maps the evidence that exists. Rowan also examines consequential absences: questions not adequately studied, populations left out, outcomes not measured, interventions not evaluated, and areas where the available evidence cannot support a conclusion.
We publish that absence as a finding, not a footnote.
Methods
Rigor includes uncertainty.
Rowan evaluates evidence, outcomes, mechanisms, and system change without collapsing them into a single universal score. An intervention producing a particular outcome in one context does not by itself establish why the outcome occurred, or whether the same mechanism will transfer elsewhere.

What should be studied next?
Important questions do not always originate inside research institutions. Rowan accepts research questions from researchers, practitioners, communities, public institutions, and others who encounter consequential gaps in what is understood.

Our findings are governed by evidence and Rowan's own research methodology, not by a desired commercial outcome.
